News Release: Measuring success of Virginia’s strategic plan for higher education

The State Council of Higher Education for Virginia (SCHEV) today released additional details on how the Commonwealth will measure success of the statewide higher education strategic plan, “Developing Tomorrow’s Talent: The Virginia Plan for Higher Education.”

The Insights blog post, “Why Readiness, Responsiveness and Relevance Matter Now” outlines the measures for each goal of the strategic plan along with the current baseline data and the targets for success.

The plan’s top measure is the number of Virginians earning credentials of value, which are degrees or credentials that lead to good jobs. Other measures include retention rates, employment of graduates, time to degree completion, the percentage of graduates in high-growth occupations and community college success.

“Using an intentional, outcomes-driven approach, the plan offers a new, clear value proposition for higher education as a driver of economic growth, social mobility and public trust,” said Scott Fleming, SCHEV executive director. “As the Commonwealth’s coordinating agency for higher education, SCHEV is committed, together with the state’s institutions and other partners, to make Virginia the nation’s leading state for talent.”

The Virginia Plan for Higher Education was adopted by SCHEV in December 2025, and will serve as the Commonwealth’s strategic plan for higher education until 2032. It will position Virginia as the nation’s leading state for talent by ensuring students are ready, institutions are responsive and higher education is relevant.
