Post Date:03/20/2026 12:40 PM

spanberger"Gov. Abigail Spanberger announced a slate of more than 60 new appointments Wednesday, filling out several high-profile boards, including the state Board of Education, the Board of Elections and the boards of visitors for several colleges and universities.

Many of the appointments are replacements for the roughly 40 board members who were appointed by Gov. Glenn Youngkin and removed from their boards earlier this year by the state legislature.

She appointed four new members to the state Board of Education, just in time for the board’s first meeting under the new administration next week. The new members are Kimberly Bridges, an associate professor at Virginia Commonwealth University; Beth Rhinehart, CEO of the Bristol Chamber of Commerce; William Robinson, executive director of the UVA Partnership for Leaders in Education; and Jamelle Wilson, a dean at the University of Richmond.

Spanberger also appointed 21 new members to serve on boards of visitors. To the Norfolk State University board, she appointed Michael Thornton and Harold Watkins. To the Old Dominion University board, she appointed Robert Corn, Peter Decker, Mark Fleming, Charlene Morring, Keith Newby and Kenneth Plum.

Nine new appointees are set to join the Richard Bland Board of Visitors: Shawn Avery, Peter Blake, Kevin Masengill, Perry Miller, Jennifer Montague, Penny Parayo, Amanda Rusell, Joanne Williams and Deborah Young. Three new appointees will join VCU’s Board of Visitors: Heidi Schlicher Cook, Alexis Swann and Harry Thalhimer. The College of William & Mary Board of Visitors has one new appointee: John Rathbone," reports Richmond Times-Dispatch.
