Deputy Director

Thomas D. Daley

Tom Daley has served as SCHEV’s Deputy Director since February 2005. Reporting to the Executive Director, Tom is the agency’s Chief Financial Officer. He has primary responsibility for the administration of all aspects of the agency’s financial, operational, and human resource activities. On a day-to-day basis, the Deputy Director assumes leadership of the agency in the Executive Director’s absence.

Mr. Daley also has primary responsibility for analyzing the capital outlay needs of Virginia’s public colleges and universities and for the development of capital outlay funding recommendations for action by the Council.

Mr. Daley’s extensive professional experience has been almost entirely devoted to the preservation and enhancement of the Commonwealth’s outstanding system of higher education. He began his career in higher education as a Financial Management Intern at the University of Virginia. Since then, he has held a variety of positions, including Director of Budget and Finance at the University of Virginia’s Division of Continuing Education, Director of Institutional Research at the College of William and Mary, and Assistant Vice President for Planning and Evaluation, also at the College of William and Mary.

Mr. Daley holds a B.A. in International Relations from the University of Virginia and an M.B.A. with a concentration in Finance from Virginia Tech. He has served as president of the Virginia Association for Management Analysis and Planning, and was a member of the Virginia Executive Institute’s Class of 2006. Tom’s lovely wife Betsey is a Tarheel and his white-water kayaking son Tom is a soon-to-be Wahoo (Class of 2014).
