A BILL to amend the Code of Virginia by adding a section numbered 23-220.02, relating to community colleges; enrollment policies.

Be it enacted by the General Assembly of Virginia:

1.  That the Code of Virginia is amended by adding a section numbered 23-220.02 as follows:

§ 23-220.02. Career and technical education enrollment policies; high school students.

The State Board shall develop policies directing community colleges to offer any open seat in any career or technical education course that is not at full capacity to students enrolled in public high schools that are located in the region served by the community college. The policies developed by this section shall not be construed to be a replacement of, but are separate and in addition to, any existing dual enrollment agreements between community colleges and public schools.

2.  That the State Board for Community Colleges shall work in conjunction with the Department of Education to develop the policies required by this section.
