A BILL to amend and reenact § 2.2-2519 of the Code of Virginia, relating to the Virginia Commission on Higher Education Board Appointments; composition.

Be it enacted by the General Assembly of Virginia:

1. That § 2.2-2519 of the Code of Virginia is amended and reenacted as follows:

§ 2.2-2519. Membership; terms.

The Commission shall have a total membership of seven nine members that shall consist of five seven nonlegislative citizen members and two ex officio members. Nonlegislative citizen members shall be appointed as follows: two nonlegislative citizen members who shall be former members of either the board of visitors of a public institution of higher education or the State Board for Community Colleges; one nonlegislative citizen member who shall be either a former president, provost, or executive vice-president of a public institution of higher education; one tenured faculty member from a four-year public institution of higher education; one faculty member from a community college; and two nonlegislative citizen members who shall be citizens-at-large to be appointed by the Governor. The Secretary of Education or his designee and the Secretary of the Commonwealth or his designee shall serve ex officio with nonvoting privileges. Nonlegislative citizen members of the Commission shall be citizens of the Commonwealth.

Nonlegislative citizen members shall serve at the pleasure of the Governor, and ex officio members of the Commission shall serve terms coincident with their terms of office.
