Virginia Commission on Higher Education Board Appointments. Clarifies that the Virginia Commission on Higher Education Board Appointments is required to evaluate potential appointees to higher education governing boards and to make recommendations to the Governor. Currently, these actions are considered powers and duties of the Commission and the Commission only makes recommendations upon the request of the Governor. The bill also requires the Commission to consider each list of qualified persons submitted to the Governor by the alumni association of any public institution of higher education.

A BILL to amend and reenact § 2.2-2521 of the Code of Virginia, relating to the requirements of the Virginia Commission on Higher Education Board Appointments.

Be it enacted by the General Assembly of Virginia:

1.  That § 2.2-2521 of the Code of Virginia is amended and reenacted as follows:

§ 2.2-2521. Powers and duties of the Commission.

The Commission shall have the following powers and duties:

1. Develop and implement a process for evaluating potential appointees to higher education governing boards, based on substantive qualifications, including merit and experience.

2. Consider each list of qualified persons submitted to the Governor by the alumni association of any public institution of higher education.  

2.3. Make recommendations to the Governor at least 30 days prior to the expiration of terms for which recommendations have been requested any term to fill vacancies on higher education governing boards.
