The State Council of Higher Education for Virginia elected W. Heywood Fralin chair at its special meeting June 27. The Council also chose Gene Lockhart as vice chair and Henry Light as secretary. Their duties become effective July 1.
“I look forward to working with my fellow Council members in leading Virginia’s system of higher education to even higher levels of excellence,” Fralin said. “Virginia is fortunate to have so many superb colleges, universities and career-training schools -- they truly are our crown jewels. It is an honor to work with them for the good of the Commonwealth.”
He replaces outgoing Chair G. Gilmer Minor III, who after two terms was not eligible for reappointment to Council. Fralin was first appointed to Council in 2013 and had served as vice chair for the prior term.
Among his first duties as chair, Fralin filled two Council leadership roles, naming Marge Connelly chair of the Council’s Resources Committee and Katharine Webb chair of the Academic Affairs Committee.

Chair W. Heywood Fralin
W. Heywood Fralin is the chairman of Medical Facilities of America Inc. and co-chairman of Retirement Unlimited Inc. He was appointed to Council in 2013 and reappointed in 2017.
Vice Chair H. Eugene “Gene” Lockhart
Gene Lockhart is an executive and investor with significant experience across a wide range of businesses within the financial services industry. Mr. Lockhart joined General Atlantic in 2013. He was appointed to Council in 2012 and reappointed in 2016.
Secretary Henry Light
Henry Light served for 32 years in the Law Department of Norfolk Southern Corp. and its predecessor, Norfolk & Western Railway Co. After retirement from Norfolk Southern, he served as counsel with Crenshaw, Ware & Martin, P.L.C., Norfolk. He was appointed to Council in 2014.
Chair of Resources Committee Marge Connelly
Marge Connelly has held senior roles in Virginia with Capital One, Wachovia Securities and Barclays in London. She was appointed to Council in 2014.
Chair of Academic Affairs Committee Katharine Webb
Katharine M. Webb served many years as senior vice president of the Virginia Hospital & Healthcare Association. She was appointed to Council in 2015.
