Christine T. Milliken

Christine T. Milliken brings experience in law, education and public policy to her service on the State Council of Higher Education for Virginia. Most recently, Ms. Milliken served as Executive Director and General Counsel at the National Association of Attorneys General (NAAG) from 1986 to 2001. The association serves as a forum for states to learn from each other and to develop collaborative strategies to tackle a wide range of issues from antitrust, consumer protection to environmental protection and Supreme Court advocacy.

Prior to directing the Attorneys General Association, Ms. Milliken spent over a decade engaged in higher education issues specializing in finance, tax and legal matters. Initially, she worked for Harvard University (principally federal tax legislation), the Consortium for Higher Education (Higher Education Reauthorization Act of 1976), and then for nine years as General Counsel and the Vice President of the National Association of Independent Colleges and Universities.

Her non-profit board service has been varied. She was a founding board member of Independent Sector (founded by John Gardner), board member and chair of the Washington Center for Internships and Academic Seminars, and a member of many advisory boards and commissions such as the US Treasury Bank Secrecy Act Advisory Committee. Currently she chairs the Council's academic affairs committee, serves on the board of the Arlington Community Foundation, and is Vice Chair of the Arlington County Council of PTAs.

Ms. Milliken is a graduate of the Columbus School of Law at Catholic University of America and holds a B.A. in Political Science from the George Washington University, in Washington, DC. She is a member of the Bar in the District of Columbia and of the US Supreme Court. She has published articles over the years principally in the tax field, contributed to several books and served as principal author of a series of legal management studies.

Ms. Milliken is married to a lawyer, and they have one son, Alexander.
