Originally authored two years ago for the Council's internal consumption, this paper has been updated for inclusion in the Forum's materials. It gives a broad swath of the Council's perspective on the growth of distance learning and the issues it considers critical in formulating the Commonwealth's policy. It emphasizes cooperation among the state's public and private institutions as the preferred mode for dealing with the issues of program duplication, quality, and access. It also proffers a unique concept of using a bidding system for authorizing selected large scale or critically needed distance learning programs and avoiding duplication of effort in them.
