State Committee on Transfer - Roles and Responsibilities

The transfer committee is one of SCHEV’s advisory committees. The committee interprets and implements the State Policy on Transfer, identifies research questions and addresses them as appropriate, and facilitates communication and outreach regarding transfer.

The committee is comprised of an equal number of two and four-year college representatives and is coordinated by a four-member management team. Committee members are appointed during the spring to renewable two-year, staggered terms by SCHEV.


Responsibilities of the committee:

• Identify transfer issues and makes recommendations to SCHEV and the VCCS on transfer policies and procedures

• respond to concerns from the various constituencies 

• develop and carries out annual action plan

• sponsor transfer-related activities

Responsibilities of committee members:

• Attend regular meetings

• Participate on at least one subcommittee

• Provide expertise related to transfer issues as expressed by their constituencies

 

Roles and Responsibilities of the Management Team

The management team is a four-member team consisting of two co-chairs representing the two- and four-year institutions and two staff members representing the VCCS and SCHEV. The management team coordinates the work of the transfer committee and offers support for its activities. The management team can make recommendations to the full transfer committee but cannot make decisions with out approval by the full committee. The co-chairs are elected annually at the spring meeting by returning committee members.

Responsibilities of the committee co-chairs:

• assist in setting agenda

• facilitate meetings

• participate traditionally on at least one subcommittee each

• report to IPAC and VCCS deans/provosts meetings (upon request)

• develop annually the committee’s general observations regarding the status of transfer in the state and submit them to the director of State Council

• communicate committee’s recommendations to SCHEV and the VCCS as appropriate

• appoint subcommittees and workgroups

• designate the lead committee member for reporting actions of subcommittee or workgroup work

 

Responsibilities of the Council and VCCS staff

• assist in setting meeting agenda and action plan

• communicate regularly about committee activity to their respective agencies

• determine the process necessary to facilitate communication of the committee’s recommendations

• communicate with co-chairs and leaders of subcommittees or workgroups

• communicate minutes and other committee action to appropriate agencies and institutions, including the chief transfer officers
